Background

Human Resource Development (HRD) goes hand in hand with institutional development in order to produce the systems and capacity to manage the fisheries of Lake Victoria. LVFO has a HRD Strategy and Action Plan to direct activities in building capacity. This systematically identifies the target groups for training, their training needs and the range of training providers. It also advocates for the use of this document by all supporters of training in the Lake Victoria region to encourage a more coordinated approach to Human Resource Development for the fisheries sector. 

 

The majority of the short-term training activities support the objectives of projects that provide much of the support for institutional development around Lake Victoria. In addition, formal agreements have been reached with training institutes in the region to build their capacity in the provision of training for fisheries co-management.

 

HRD Objectives

 

The HRD Strategy and Action Plan has 12 strategic objectives, which are being met through a broad range of training experiences, from one-day training or extension support, to registration for a PhD degree.  

1.

To improve knowledge, skills and attitudes in fisheries policy and legislation

2.

To improve the capacity of co-management institutions to participate in development and management of fisheries resources

3.

To improve the capacity of MCS operatives in procedures of MCS

4.

To improve capacity in fish handling, quality assurance and product development

5.

To build and strengthen capacity in fish business management, marketing and trade

6.

To develop capacity in collection, analysis and dissemination of information on fish stocks, the environment and socio-economic aspects of the fishing industry

7.

To build capacity for development of aquaculture in the Lake Victoria Basin

8.

To build and strengthen capacity for development and management of information and databases

9.

To improve capacity in Information, Communication and Outreach

10.

To develop capacity in Human Resource Development

11.

To build the capacity of LVFO staff in planning, management, implementation and monitoring & evaluation of projects and programmes

12.

To develop the capacity of LVFO institutions to work with partner organisations towards improving health and safety conditions in fishing communities

 

Examples of capacity building within LVFO

 

Capacity building is taking place at all levels, with a range of training and extension activities. With the support of IFMP, LVFO has recently supported the following capacity-building initiatives. 

  • Training of over 600 Beach Management Units in what a BMU is, their functions and how to operate. This provided more detailed information than awareness-raising for all the fishing communities and focused on the Committee members. Training for a further 450 BMUs is planned and training in financial management and in other areas will also be provided
  • Six PhD candidates are registered within the region, carrying out research of relevance to the management of Lake Victoria fisheries.
  • Training of fisheries management and research staff in information, communication and outreach, and in database management.
  • Training for patrol members, at regional and national levels, on carrying out patrols, safety on the lake and basic first aid.

All training is documented, with training needs and objectives clearly identified, training manuals produced and evaluation carried out by trainers and trainees, both immediately after the training and through on-site follow-up visits.
